So I’ve been nuzlocking Soul Silver (changed my mind from Black). I’m supposed to be going to Cianwood next, however I don’t have a Pokemon that can learn Surf. Following the rules, I can’t catch any Pokemon in any previous routes, so… I’m stuck D:

I think you’re screwed.
You sure none of them or their evolutions can learn Surf? If so, I thought that in a situation like that you’d be allowed to catch a Pokemon that could learn it and then you could use it until all the necessary Surfing would be done (of course if you were to find e.g. a Tentacool while Surfing, you’d catch that and teach Surf to that and get rid of the temporary one). Also keep in mind that you can fish from a few cities/towns and I bet you have at least one fishing rod, so go catch a fish (be it a Magikarp even, once a Gyarados, it can learn Surf).
